Over recent years, the European Union has been the principle driving force in raising environmental standards across the wider European region. The recent enlargement is perhaps the most concrete example of this as countries in Central and Eastern Europe have moved rapidly to increase levels of environmental protection under EU guidance. Both Industry and Local Governments must comply with new EU regulations regarding general waste management and emission control. To achieve this compliance, significant investment in equipment and services is required. The finance for governmental and local authority projects is funded by significant domestic and Union financial sources. Hungary alone has been granted a total amount of EUR 700 million for the priorities of the National Plan and the environmental protection projects of the Cohesion Fund between 2004-2006. Other CEE countries are looking at similar investments. Private enterprise is being incentivised through emission trading schemes, which provide for the selling of excess emission allowances. Investment in “clean” equipment will ultimately lead to increased quality and productivity. Environmental policy compliance will be driven by opportunity rather than threat. Protecting the environment is essential for the quality of life of current and future generations. The challenge is to combine this with continuing economic growth in a way that is sustainable over the long term.
