The Clean Industrial Deal outlines concrete actions to turn decarbonisation into a driver of growth for European industries. This includes lowering energy prices, creating quality jobs and the right conditions for companies to thrive.\u00a0<\/p><h3>The Deal presents measures to boost every stage of production, with a focus on:\u00a0\u00a0<\/h3><ul><li>energy-intensive industries\u00a0such as steel, metals, and chemicals, that urgently need support to decarbonise, switch to clean energy, and tackle high costs, unfair global competition, and complex regulations<\/li><li>the clean-tech sector\u00a0which is at the heart of future competitiveness and necessary for industrial transformation, circularity, and decarbonisation.\u00a0<\/li><\/ul><div>Another element of the Deal is circularity which aims to reduce waste and extend the life of materials by promoting recycling, reuse, and sustainable production. Maximising EU\u2019s limited resources and reducing overdependencies on third-country suppliers for raw materials is crucial for a competitive and resilient market.\u00a0 \u00a0\u00a0<\/div><div><p>Main elements of the Clean Industrial Deal<\/p><h3>Affordable energy<b>\u00a0<\/b><\/h3><p>Affordable energy is the foundation of competitiveness. To lower energy bills for industries, businesses and households, while promoting the transition to a low-carbon economy, the Commission adopted the\u00a0<a href=\"https:\/\/energy.ec.europa.eu\/strategy\/affordable-energy_en\">Affordable Energy Action Plan<\/a>\u00a0to:\u00a0<\/p><ul style=\"margin-top: 0cm;\" type=\"disc\"><li>speed up the roll-out of clean energy, accelerating electrification\u00a0<\/li><li>complete the internal energy market with physical interconnections\u00a0<\/li><li>use energy more efficiently and cut dependence on imported fossil fuels.<\/li><\/ul><h3>Boosting demand for clean products<\/h3><p>The\u00a0Industrial Decarbonisation Accelerator Act\u00a0will increase demand for EU-made clean products, by introducing sustainability, resilience, and &#8216;made in Europe&#8217; criteria in public and private procurements.\u00a0\u00a0<\/p><p>The Commission will also review the\u00a0Public Procurement Framework\u00a0in 2026 to introduce sustainability, resilience and European preference criteria in public procurement for strategic sectors.\u00a0<\/p><p>Financing the clean transition<\/p><p>The Clean Industrial Deal will mobilise over \u20ac100 billion to support EU-made clean manufacturing. The Commission will:\u00a0<\/p><ul style=\"margin-top: 0cm;\" type=\"disc\"><li>adopt a new\u00a0Clean Industrial Deal State Aid Framework\u00a0to accelerate the approval of state aid to roll out renewable energy, decarbonise industry and ensure sufficient manufacturing capacity of clean tech\u00a0<\/li><li>strengthen the\u00a0Innovation Fund\u00a0and propose an\u00a0Industrial Decarbonisation Bank, aiming for \u20ac100 billion in funding, based on available funds in the Innovation Fund, additional revenues resulting from parts of the ETS as well as the revision of InvestEU\u00a0\u00a0<\/li><li>launch a dedicated call under Horizon Europe to stimulate research and innovation in these areas\u00a0<\/li><li>amend the\u00a0InvestEU\u00a0Regulation to increase the amount of financial guarantees that InvestEU can provide to support investments. This will in turn mobilise up to \u20ac50 billion for the deployment of clean tech, clean mobility and waste reduction.\u00a0<\/li><\/ul><h3>Circularity and access to materials\u00a0<\/h3><p>Critical raw materials are key for our industry. The EU needs to<b>\u00a0<\/b>secure access to such materials and reduce dependence on unreliable suppliers. Integrating circularity in our decarbonisation strategy is crucial to making the most of the EU\u2019s limited resources. The Commission will:\u00a0<\/p><ul style=\"margin-top: 0cm;\" type=\"disc\"><li>set up a mechanism enabling European companies to come together and aggregate their demand for critical raw materials\u00a0<\/li><li>create an<b>\u00a0<\/b>EU Critical Raw Material Centre\u00a0to jointly purchase raw materials on behalf of interested companies which will create economies of scale and offer more leverage to negotiate better prices and conditions\u00a0<\/li><li>adopt a<b>\u00a0<\/b>Circular Economy Act<b>\u00a0i<\/b>n 2026 to accelerate the circular transition and ensure that scarce materials are used and reused efficiently, reduce our global dependencies and create high-quality jobs. The aim is to have 24% of materials circular by 2030.\u00a0<\/li><\/ul><h3>Acting on a global scale\u00a0<\/h3><p>The EU needs reliable global partners more than ever. In addition to ongoing and new trade agreements, the Commission will:\u00a0<\/p><ul style=\"margin-top: 0cm;\" type=\"disc\"><li>launch the first\u00a0Clean Trade and Investment Partnerships<b>\u00a0<\/b>to diversify supply chains and forge mutually beneficial deals\u00a0<\/li><li>ensure the EU industry is economically secure and resilient, in the face of global competition and geopolitical uncertainties, through a range of\u00a0trade defence\u00a0and other instruments\u00a0<\/li><li>simplify and strengthen the Carbon Border Adjustment Mechanism, the EU&#8217;s tool to put a fair price on the carbon emitted during the production of carbon intensive goods.\u00a0<\/li><\/ul><h3>Skills and quality jobs\u00a0<\/h3><p>The EU&#8217;s workforce must have the necessary skills to support the transition to a low-carbon economy, including skills in clean technologies, digitalisation, and entrepreneurship.\u00a0\u00a0<\/p><p>The Commission will establish a\u00a0Union of Skills\u00a0that invests in workers, develops skills and creates quality jobs.\u00a0\u00a0<\/p><p>Erasmus+\u00a0will reinforce education and training programmes to develop a skilled and adaptable workforce, and address skills shortages in key sectors, with up to \u20ac90<b>\u00a0<\/b>million in funding.\u00a0<\/p><h3>The Clean Industrial deal will also focus on horizontal enablers necessary for a competitive economy: \u00a0<\/h3><ul style=\"margin-top: 0cm;\" type=\"disc\"><li>cutting red tape, \u00a0<\/li><li>fully exploiting the scale of the Single Market, \u00a0<\/li><li>promoting quality jobs,<\/li><li>better coordinating policies at the EU and national levels.\u00a0<\/li><\/ul><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-a953983 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"a953983\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-1ddf12a\" data-id=\"1ddf12a\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-0a60dfb elementor-widget elementor-widget-button\" data-id=\"0a60dfb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"button.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"elementor-button-wrapper\">\n\t\t\t\t\t<a class=\"elementor-button elementor-button-link elementor-size-sm\" href=\"https:\/\/www.greentech.at\/wp-content\/uploads\/2025\/02\/Factsheet_Clean_Industrial_Deal.pdf.pdf\">\n\t\t\t\t\t\t<span class=\"elementor-button-content-wrapper\">\n\t\t\t\t\t\t<span class=\"elementor-button-icon\">\n\t\t\t\t<i aria-hidden=\"true\" class=\"far fa-hand-point-right\"><\/i>\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t<span class=\"elementor-button-text\">Download: The clean industrial deal (en)<\/span>\n\t\t\t\t\t<\/span>\n\t\t\t\t\t<\/a>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Faced with high energy costs and fierce global competition, European industries need urgent support.
